The recovery in the United Kingdom's residential property markets is exceeding expectations. The growing urban population in London and major regional cities is pushing demand to ever greater heights, and investors the world over are eager to stake a claim now that property prices are back on the upswing.Institutional investment totaled &pound;2.4 billion (HKD 24.7 billion) in 2017, an increase of 15 percent over the previous year. This is only just below the record transaction levels seen in 2015, prior to the EU referendum vote that temporarily shook investor confidence. 2018 is set to be a record-breaking year for UK property investment, and this is largely thanks to sustained optimism from overseas buyers who supported the markets through those turbulent times.Our research shows that foreign capital accounted for 54 percent of investment volumes last year. This came primarily from established investors in Europe, the Middle East and North America, although growing interest from Asia is also making significant contributions, with Hong Kong investors being&nbsp;<a href="https://www.scmp.com/presented/business/topics/invest-overseas-properties/article/2105140/hong-kong-investors-are-biggest">the biggest spenders</a>.As in the rest of Europe, the greatest obstacle preventing the UK&rsquo;s residential markets from achieving their full potential is the lack of available housing supply to meet demand. Institutional investment volumes grew by 20 percent to reach almost &pound;1 billion with a net yield of 3.75 percent on average.Although it is only the fifth busiest investment market in Europe&mdash;after Berlin, Copenhagen, Stockholm and Paris&mdash;the UK capital is favored by Asian investors, whose confidence in the city following the Brexit vote has been borne out. Prices have been recovering across the capital this year, with prime Central London seeing an increase in transactions and consecutive rental gains in the first two quarters of 2018.There's more to the UK than London, of course, and Asian investors are increasingly looking to regional powerhouse cities such as Greater Manchester and Sheffield in the north, Birmingham in the Midlands, and the Scottish capital Edinburgh, to expand their portfolios. Central London's housing markets are back on a firm footing after three years of uncertainty, making property developers and investors optimistic about the future.Our UK residential research shows that property prices remained stable over the past year before picking up strongly in the first three months of 2018. This was aided by the government-backed Help to Buy equity scheme that allows buyers to secure homes under &pound;600,000 (HKD 6,231,000) with as little as a five percent deposit.Developers are eager to increase construction activity and capitalize on this high demand, but new government restrictions, such as the increased affordable housing provision, have caused a slowdown in planning applications. While development activity has held steady over the past year, the longer term outlook is less certain unless these challenges can be met.&nbsp;Sales rebound in Q1 2018<img alt="" src="https://jll-global-gdim-res.cloudinary.com/image/upload/v1531882839/olmwebcontents/ip/prod/sddpyjh6fmufihq3zcmr.jpg" />The number of sales of &lsquo;new builds&rsquo; in Central London jumped 31 percent in the first quarter of 2018 to 2,450 sales. Foreign investment is still a driving factor however, with Chinese and Hong Kong buyers being attracted to the UK market by the weakened pound.&nbsp;Construction volumes holding firm<img alt="" src="https://jll-global-gdim-res.cloudinary.com/image/upload/v1531882847/olmwebcontents/ip/prod/jcsxn9v4rrrqrywmpf2c.jpg" />Over 42,600 homes are currently under construction across Central London&mdash;close to a record high. Of these, 45 percent are being built in Core markets closer to the center of London&mdash;predominantly in more affordable Canary Wharf&mdash;but development activity is gradually shifting to the Outer Core to meet buyer preferences for lower-value properties. Around 75 percent of new planning permissions are for Outer Core markets, particularly in the east of the city.Like sale prices, construction volumes have stabilized over the past six months, although a decline in planning permissions has already seen a drop in the number of new projects commencing in the first quarter of 2018. This slowdown is believed to be largely due to new initiatives launched last October by London Mayor Sadiq Khan that require 35 percent of new builds to be affordable housing and for developers to be subject to stricter reviews and greater transparency.While these measures have reduced the appetite of some, most residential developers say they still feel positive about building in Central London, especially in the most desirable locations.&nbsp;Gradual improvements aheadOur research forecasts ongoing stability and steady price growth through the rest of 2018 that will reward the patience of developers and investors. Central London house prices are expected to grow by 9.8 percent from 2018-22 and rents by 8.8 percent over the same period, supported by the Help to Buy scheme before its expiry in 2021. Sales growth is also expected to continue.Construction activity will remain relatively stable across the year, with Outer Core developments increasing their share from 55 percent of projects at present to 75 percent by 2020. Tokyo’s Olympic-sized Investment Potential

Underdeveloped in years gone by, East London has reinvented itself as a residential property hot spot, with both buyers and landlords drawn to the area following its large-scale regeneration.The success of government-backed gentrification initiatives on the banks of the River Thames has opened the doors to potential property price gains that are expected to surpass all other parts of London.According to Caroline Palmer, Senior Manager with our International Residential Properties Services team, East London is &ldquo;really popular with people looking for pre-completed properties. They have more room for investment growth, and there&rsquo;s been a significant investment in transport and amenities in the area.&rdquo;In the residential re-sales market, we currently see a great deal of activity for &ldquo;flipped&rdquo; units that are near to, or a few months away from, completion.&ldquo;People are so keen to buy and invest, we need a larger stock of apartments for re-sale, particularly as Stratford doesn&rsquo;t have a huge secondary sales market,&rdquo; explains Palmer.&ldquo;We expect the market to acclimatize to the new political and economic environment and for East London&rsquo;s place on the global stage to return to its pre-Brexit status,&rdquo; adds Neil Chegwidden, Director with our UK Residential Research team.It&rsquo;s no secret that both home owners and investors are looking beyond Central London for &ldquo;better value&rdquo; properties, with East London providing much-needed supply in a capital city with a shortfall of around 20,000 new flats annually between now and 2021. But the property market is not the only sector that has its eye glued on East London. Businesses keen to expand their foothold in London are turning to the borough as well.Stratford currently stands out from the pack, boasting the most affordable residential rentals and sales prices in London. Other prime contenders for price growth in East London are Canary Wharf&mdash;which will move within closer reach to the City once the new Crossrail station opens next year&mdash;Royal Docks, Bow, Canning Town and Surrey Quays.JLL&rsquo;s existing stock of apartments on the secondary market across all these residential areas includes a mix of studios starting from &pound;330,000; one-bedroom flats from &pound;410,000; two-bedroom units that start from &pound;610,000; and three-bedroom apartments, from &pound;700,000.The relatively weaker position of the British pound against other major currencies while Brexit bumps are ironed out makes this an opportune time to invest in London property. We forecast sales prices to remain relatively stable this year, while demand for new and secondary homes is expected to increase slightly.Greater London rental prices are forecast to rise by 19.9% annually from 2017 to 2021, versus Central London growth of 13.1%. As for house prices, we expect Greater London to rise 19.2%, compared to 15.8% growth for Central London developments.The average price for residential properties in East London is &pound;625 per square foot (psf), currently the lowest in the city and just one-third of prices in London&rsquo;s Central Southwest area, which stand at &pound;1,750 psf.&ldquo;Cheaper London boroughs have witnessed greater capital value growth compared with more expensive boroughs over the last couple of years, while previously less popular locations have seen higher demand,&rdquo; comments Chegwidden.Why consider the re-sales market?There are any number of reasons to buy or sell London property via the re-sales market.Maybe a buyer didn&rsquo;t buy at the time of a development&rsquo;s launch and later reconsidered and understood the potential for investment growth, reveals Palmer. &ldquo;Once a buyer knows that the area is up-and-coming &ndash; like Stratford &ndash; they become more interested to invest and reap returns,&rdquo; she notes.Properties may enter the re-sales market because their owners made a sizeable gain on their initial investments ahead of their units&rsquo; completion. In these cases, owners may want to reinvest their gains elsewhere, or avoid paying mortgage costs or stamp duty on a completed property.&ldquo;If an owner bought a flat in Stratford for &pound;360,000, they might only have put down a 10% deposit ahead of completion,&rdquo; adds Palmer. &ldquo;Yet, the property may now be worth &pound;410,000.&rdquo;As with every investment there is inherent risk in property transactions, but when the chips are down in the residential re-sale market, the exit door stands open. Following June&rsquo;s pro-Brexit vote, London&rsquo;s future as a business hub for the world&rsquo;s biggest players was in jeopardy. Yet barely a few months have passed and already there clear signs that this worry may have been unfounded. Tech giant Apple is just one of the big firms showing confidence in the market, announcing plans to move their UK headquarters to Battersea Power Station in Nine Elms, and it surely won&rsquo;t be long before others follow suit.In a major coup for the $16.5bn regeneration of the Grade II- listed building and the surrounding Nine Elms area, Apple has signed a deal that, in 2021, will see the company occupy 500,000 sq. ft. of office space across six floors in the power station&rsquo;s former main boiler room. Apple will relocate 1,400 employees to the Battersea headquarters from its eight other London offices. As the first company to sign onto the project, Apple&rsquo;s commitment will account for 40% of the building&rsquo;s office space &ndash; a huge vote of confidence for a project that has not been without its critics.Yet as&nbsp;<a href="mailto:mark.elliott@ap.jll.com?subject=Apple%20Battersea%20Article%20Enquiry">Mark Elliott</a>, Associate Director with JLL's&nbsp;<a href="http://www.jll.com.hk/hong-kong/en-gb/services/investors-and-developers/international-residential-property-services">International Residential Property Services</a>&nbsp;team makes clear, &ldquo;it won&rsquo;t only be the power station that benefits from Apples arrival but rather the entire surrounding area. They follow Google and Facebook, who signed up for similarly impressive developments in King&rsquo;s Cross and Oxford Street respectively.&nbsp; &ldquo;The reason Apple and Facebook chose the sites they did is predominately because of the incredible infrastructure changes that are happening in the vicinities of their respective sites&rdquo;, adds Elliott. &ldquo;There is a lot residential buyers can learn from that &ndash; these are also the factors that can increase return on investment for those looking to pick up property in those areas.&rdquo;Nine Elms, where two new underground stations will be completed by 2021 and the new US Embassy is just a few hundred metres away, is just one example. Adjacent to Facebook&rsquo;s new offices on Tottenham Court Road meanwhile, Crossrail &ndash; &ldquo;the biggest infrastructure change in London since the War&rdquo; &ndash; will facilitate travel across the entire city, with dramatically reduced journey times.Alongside these new tech headquarters, there are also a number of prestigious banks acquiring new bases of operations in London. Wells Fargo &amp; Co. signed a deal just three weeks after the EU referendum, and will be paying 300mn pounds to move into 33 Central &ndash; between Old Street and Farringdon, with quick transport connections to both Westminster and the City. The deal is further proof that London&rsquo;s real estate demand may remain stronger than predicted.While it could be argued that London was always going to continue to attract the world&rsquo;s top banks, the long-term situation remains unpredictable.
